GREENVILLE, N.C. -  The Greenville City Council on Wednesday night voted in open session to name Ann E. Wall the next City Manager for the City of Greenville. Wall will begin her new position on August 1.

Wall will be leaving a position as assistant city manager for the City of Charlotte, a job she has held for the past three years. While in Charlotte, Wall managed the departments of Fire, Police, Housing and Neighborhood Services, and Community Relations which include 3,600 employees and budgets totaling more than $350 million.

Community safety and neighborhood development and engagement have been the focus of Wall's work in Charlotte. She has worked closely with the Charlotte-Mecklenburg Police Department to address issues and concerns raised during the recent demonstrations and, over the past year, she also has worked with the Police Department and the University of North Carolina at Charlotte to address security issues at off campus housing. Additionally, Wall has also led efforts to leverage housing rehabilitation to promote neighborhood development and foster community engagement with training and support of neighborhood leaders.

• Three years as the assistant city manager for the City of Rocky Mount, North Carolina where she managed a wide range of departments including Human Resources, Human Relations, Parks and Recreation, and the Department of Water Resources and Public Works.
• More than seven years as the Director of Planning and Community Development for the City of Rocky Mount.
• Eight years as the Budget and Evaluation Manager for the City of Rocky Mount.
• More than three years as the assistant city manager for the City of Oviedo, Florida.
• Nearly one year as the Budget Analyst for the City of Orlando, Florida.
• More than three years as the Management Analyst and Personnel Director for the City of Kinston, North Carolina.

 

She received her master's degree in Public Administration from the University of North Carolina at Chapel Hill and a bachelor's degree in City Planning from the University of Virginia. Wall is a member of the International City/County Management Association (ICMA) and the North Carolina League of Municipalities. (NCLM). She serves on the NCLM Planning and Environment Legislative Action Committee.

Currently, the Assistant City Manager of Charlotte, she has served previously with distinction in other parts of the country as well as eastern North Carolina. We are excited to have Ann on board. I would also like to thank current City Manager Barbara Lipscomb for her outstanding service to Greenville as City Manager, passing a legacy of great progress for Ms. Wall to build upon."

Lipscomb is retiring on August 31 after five years with the City of Greenville. She will be transitioning to a role as special projects coordinator until that date once Wall assumes the role of city manager. Wall will be paid $192,764 annually.
