Cowin Named Assistant City Manager

Greenville City Manager Barbara Lipscomb has announced the hiring of Michael Cowin, CPA to her executive team. Cowin will fill one of two Assistant City Manager positions.

“I’m very excited for Michael to come on board,” said Lipscomb. “He has extensive leadership in finance, budgeting, andcapital program financing which will help us as we refine our processes and develop our new Office of Budget and Evaluation. His experience with risk management, employee benefits, and other operations will help him oversee several departments as well.”

An eastern North Carolina native, Cowin is currently the Assistant Superintendent of Financial Operations at Pitt County Schools. Prior to that, he was the Executive Director of Finance / Controller at Craven Regional Medical Center.

“My experience as a CPA and financial leader will allow me to come in and give a different look at the financial operations of the City to make us a stronger, more accountable City,” Cowin said. “These are taxpayer dollars, and that’s something we should always remember.

“Being born and raised here, I have always recognized the importance that Greenville has to the local economy and the region. There is nothing I would like more than to help Greenville grow not just economically, but also as a safe community to raise a family.”

Cowin received both his Bachelor of Science and Master of Business Administration degrees from East Carolina University. He lives in Greenville with his wife, Pam, and their two children. He will oversee the Human Resources, Information Technology, and Financial Services Departments as well as a new Office of Budget and Evaluation when he begins with the City on September 14. His starting salary will be $119,454.40.
