City Manager Names New Chief of Police

Greenville City Manager Barbara Lipscomb has announced the hiring of Mark Holtzman as the next Chief of Police.

"Chief Holtzman has a solid reputation as a Police Chief and a strong commitment to leading and partnering in communityHoltzman engagement processes and fostering police legitimacy," said Lipscomb. "I am pleased that he will be joining the City’s executive team and am looking forward to working with him."

Holtzman, an officer with more than 24 years of law enforcement experience, is currently serving as Chief of Police in Hagerstown, MD. His experience includes roles in patrol, narcotics, investigations, and administration. Among other things, Chief Holtzman has proven leadership in community-oriented policing, data-driven policing, and community relations.

“I chose to apply for this position based, in part, on Greenville’s location, its growing population and economy, urban police department in a diverse community, the university and its quality of life,” said Holtzman. “I believe I have found that balance of policing and sense of community in Greenville and look forward to working with the members of the Police Department, City management, and the community to continue to improve public safety and the quality of life in Greenville.”

Holtzman holds a Bachelor of Science in Criminal Justice and a Master of Science in Public Administration, both from the University of Baltimore. He is also a 2012 graduate of the FBI National Academy.

His first day with the City will be September 21, with a starting salary of $130,000.
