Grant/Loan Program

Owner Occupied Housing Rehabilitation

  

GOAL 

To assist low-income households in the rehabilitation of their home.


SOURCE OF FUNDS

HOME Investment Partnership or Community Development Block Grant (“CDBG”).


PROGRAM DESCRIPTION

(based on income)

   
 

bullet-4 00 for income less that 50%

 

bullet-4 15% of amount spent between 51-55%

 

bullet-4 20% of amount spent between 56-60%

 

bullet-4 25% of amount spent between 61-65%

 

bullet-4 30% of amount spent between 66-70%

 

bullet-4 35% of amount spent between 71-75%

 

bullet-4 40% of amount spent between 76-80%

 


ELIGIBLE PROPERTIES

 

bullet-4 Property must be located in the West Greenville 45-Block Revitalization Area or within the City of Greenville city limits.

 

bullet-4 Property must be presently owned and occupied by a low-income household.

 

 

bullet-4 Property must have one or more substandard conditions but must be suitable for rehabilitation. A property may be considered not suitable for rehabilitation if it is dilapidated or deteriorated beyond feasible economic repair.

 

 

OWNERSHIP:

The property owner(s) must have clear title to the property. In case of heir property we must have the names and addresses for all heirs.

 

 

CREDIT:

The owner(s) must be current on all mortgages and taxes, and not have collections, liens or judgments from IRS, State or North Carolina, Pitt County or the City of Greenville.

 

 

PRIMARY RESIDENCE: 

The property must be occupied by the owner for the life of the Deed of Trust. Failure to do so will result in any grant funds being repaid in full.

 

 

INSURANCE:

The property must be occupied by the owner for the life of the Deed of Trust. Failure to do so will result in any grant funds being repaid in full.

 


Step 1. Submit Pre-Application

 
 

 

bullet-4 Download pre-application.

 

 

bullet-4 Complete the pre-application and return it to the Housing Division of the City of Greenville.

 

 

bullet-4 Upon receipt of the completed pre-application your name will be placed on the Housing Rehabilitation Waiting List.

 

 

Step 2. Complete Required Documents

 

Upon request, you must submit eligibility documentation including, but not limited to the following:

 
 

 

bullet-4 Verification of household income.

 

 

bullet-4 Proof of homeownership.

 

 

bullet-4 Proof of property insurance.
