Town of Newland-Incident Command Post
North Carolina Task force 10 was activated around 4 A.M. on September 17th to stage at the Western EOC in Conover, NC due to Tropical Storm Ivan. Initial reports from the Western EOC was that they had lost contact with operations in Avery county. Upon our arrival in Avery County local emergency managment had been in heavy operation the hours before providing rescue operations. An EOC had been established in the local town hall (Which had been flooded with over 2 feet of water) the night before. NCTF10 offered whatever services that were needed to help mitigate the incident. NCTF10 provided damage assesment and assisted victems as they were encountered. NCTF10 started data entry for damages in Avery county by the use of five 4 person teams in the field. Over 1200 structures , both residential and commercial,were assessed. The team identified 130 buildings which had major damage or were completley destroyed. Logistics section was staged at the Avery County EOC. Operational periods lasted usually about 12 hours with a total of 450+ man hours and lasted for a total of 3 days.
