Deputy Chief Ted Sauls is a native of Greene County. Deputy Chief Sauls attended East Carolina University earning a Bachelor of Science degree in Criminal Justice in 1997. During his internship with the Greenville Police Department he was accepted into the first class of a new program developed by the Governor’s Crime Commission known as “Police Corp.” Following graduation from East Carolina he attended Basic Law Enforcement Training, as part of the Police Corp initiative, at the North Carolina Justice Academy in Salemburg, N.C. Since graduating from Basic Law Enforcement Training he has served the Greenville Police Department in various positions. Sauls began his career as a patrol officer and was transferred to the then Target II Unit in 1998 where he served as a bicycle patrol officer. Also in 1998 he earned a position on the department’s Emergency Response Team where he served for a total of ten years, three as the Team Commander. In 2001 Deputy Chief Sauls was promoted to Corporal where he trained as a supervisor in the Patrol Platoons and the then Tactical Patrol Unit. In 2003 he was promoted to the rank of Sergeant where he served as a first line supervisor in the Tactical Patrol Unit and as the department’s Training Unit Coordinator. Following his service in the Training Unit he was promoted in 2007 to the rank of Lieutenant and moved to the Patrol Bureau as a Platoon Commander and the Commander of the Special Operations Division. During 2009 Deputy Chief Sauls was promoted to Captain. Sauls has served as a Commander within the Administration Bureau, Patrol Bureau and currently serves as the department’s Deputy Chief. Deputy Chief Sauls is also a graduate of the FBI National Academy, 241st session in Quantico, VA.

The Planning and Research function provides assistance and information of a technical nature. The primary tasks of Planning and Research include budget preparation, grant writing and management, surveys and research, and crime analysis.

The Greenville Police Department Reserve Officer Program has been established pursuant to North Carolina General Statute 160A, Section 282 and the Greenville City Code, Police Reserve Officers will supplement the Greenville Police Department in those areas as directed by the Chief of Police. Police Reserve Officers shall have the same power and authority as full-time Greenville Police Officers.
Police Reserve Officers must meet the same minimum qualifications as full-time sworn police officers with the Greenville Police Department before being accepted into the Reserve Officer Program.
