City of Greenville's Energy Conservation Program

The City of Greenville, as part of the Federal Stimulus Program, received a $777,600 grant to improve energy conservation within the City limits of Greenville. The City Council, in December 2009, approved the City's Energy Conservation Strategy, a key element in obtaining the Federal Grant. The United States Department of Energy approved the strategy in May of 2010 and released the funds to the City of Greenville. All funds must be expended by September 2012.

The majority of the energy used by the City and its residents is consumed in buildings. Thus, the City decided to focus on improving the energy efficiency of the City's buildings. As a result, the City established the following grant programs:

NEW HOME ENERGY EFFICIENCY REBATE PROGRAM (E-300 HOMES REBATE PROGRAM):

This program provides builders and purchasers a rebate of up to $2,000 each for homes that meet higher tiers of the E-300 program. The City has allocated $140,000 to this program.

EXISTING HOME ENERGY EFFICIENCY REVOLVING LOAN FUND PROGRAM:

This program provides loans to low and moderate income homeowners to improve the energy efficiency of their homes. The City has allocated $250,000 to this program.

NEW ENERGY STAR BUILDING REBATE PROGRAM:

This program provides rebates to developers building new commercial and/or multifamily buildings who design the buildings to the Environmental Protection Agency's Energy Star standards. The City has allocated $60,000 to this program.

ENERGY EFFICIENT STREET LIGHT PILOT PROJECT:

This program replaces the existing street lights on Arlington Boulevard between Hooker Road and Memorial Drive with energy efficient light emitting diode street lights. The purpose of this program is to determine energy savings and costs associated with replacing the City's existing street lights. Additionally, this program will determine residents' opinion on the quality and light levels associated with these lights. The City has allocated $24,000 to this program.

ENERGY EFFICIENT STREET LIGHT REBATE PROGRAM:

This program provides rebates of up to $600 per fixture to developers for installing new LED street lights as a replacement for typical high intensity sodium street lights on public infrastructure. The City has allocated $60,000 to this program.

GOVERNMENT FACILITIES ENERGY AUDIT PROGRAM:

This program funds Greenville Utilities efforts to improve the energy efficiency of their water and waste water plants by funding an energy audit to determine what improvements to the system are possible. The City has allocated $31,000 to this program.

CITY BUILDING ENERGY SAVINGS PERFORMANCE CONTRACT:

An energy savings contract improves the energy efficiency of City buildings and uses the utility savings to pay the debt on the loan that funded the improvements to the buildings. This project provides funding for a third party engineer to review the energy savings proposal from a State Qualified Energy Savings Contractor. The City has allocated $30,000 to this program.

EXISTING COMMERCIAL AND MULTIFAMILY RESIDENTIAL ENERGY EFFICIENCY REBATE PROGRAM:

This program funds rebates for owners of existing commercial and/or multifamily buildings to conduct an energy audit to determine what improvements can be made in the energy efficiency of their building. The City has allocated $152,600 to this program.
