Stormwater Management
With impending environmental regulations on the horizon initiated by the Federal Government and the State of North Carolina, it was very clear the City needed a more proactive approach to manage stormwater runoff.
The following is our vision for the City of Greenville Stormwater Management Program:
Stormwater management will comprehensively address surface water within the city through public leadership to protect and preserve the environment and the quality of life in Greenville. Design, construction, maintenance, and management of the physical structures and water courses will be performed in partnership with the community to meet community goals of reducing the risk of flooding and of protecting surface water quality.
In order to accomplish our vision, the City of Greenville, with the help of a Stormwater Advisory Committee appointed by City Council, developed and implemented a Stormwater Utility to support the City's comprehensive Stormwater Management Program to meet federal and state mandates for water quality protection; reduce the risk of flooding; protect, maintain, rehabilitate and upgrade existing stormwater resources and infrastructure; and involve the public through education and volunteer efforts. The intent of this program will be to meet these objectives through a balance of public and private investments in the system. City Council adopted the regulations in late 2002 that established the Stormwater Utility, which became effective July 1, 2003. Revenue generated by the stormwater utility fund will be used to support the Stormwater Management Program, which includes compliance with the Tar-Pamlico Nutrient Management State Regulations and the Federal National Pollutant Discharge Elimination System (NPDES) Regulations for water quality. It will also provide for the maintenance of the City's drainage system such as pipes and ditches, protecting properties from flooding, protecting our streams and wetlands from erosion and pollution, and major capital investments for the drainage system as it ages.
