City Council Appoints New City Manager

Greenville City Council has appointed Barbara W. Lipscomb to the position of City Manager.Lipscomb

“The key to her selection was Ms. Lipscomb’s strong leadership experience in similar communities to Greenville as well as her strong focus on economic development,” said Mayor Allen Thomas. “She also has experience in creating better efficiencies and job performance which will be important as we move forward. This was a unanimous decision of the City Council and we are excited for her to come on board.”

Most recently, Lipscomb served as City Manager for the City of Casselberry, FL. She is an International City Manager’s Association (ICMA) credentialed manager with 32 years of experience working in local governments in Michigan and Florida.

“The City of Greenville offers an exciting opportunity to be in a university community that is growing and focused on being the exceptional leader for the eastern North Carolina region,” said Lipscomb. “I am very pleased to be selected to serve as Greenville’s new City Manager.”

The appointment of Lipscomb is the culmination of an extensive national search for a City Manager conducted by Slavin Management Consultants, a firm specializing in government executive searches.

Lipscomb received her B.A. in Geography and Political Science from the University of Georgia and her Master of Regional Planning Degree from the University of North Carolina Chapel Hill.  She fills the vacancy created by the retirement of Wayne Bowers. Her first day on the job will be August 13. She will earn an annual salary of $160,000.
