The City's Collections Division administers the issuance of the Residential Parking Permit Programs and the Financial Service Department administers the E-tag Program.
A temporary Overnight Vehicle Permit (TORVP) is required to park an unpermitted vehicle on a city street between the hours of 7:00 am and 5:00 pm in the University Neighborhood. Residential Permit Parking
Residential permit parking districts are intended for residential areas that are severely impacted by all-day commuter parking generated by a nearby facility or institution. In a residential permit parking district, on -street parking is prohibited during certain hours, except for vehicles displaying valid permits. Vehicles not displaying a valid permit will be issued a parking citation.

E-Tag Parking Permit
E-tag parking permits are intended for downtown, residential use and business employees in the uptown district. In a commercial permit parking district, on -street parking is prohibited during certain hours, except for vehicles displaying valid permits.
