Public Notice of Intent to Close a Portion of Brandenburg Street
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GREENVILLE DECLARING ITS INTENT TO CLOSE A PORTION OF BRANDENBURG STREET LOCATED AT THE WESTERN TERMINUS
WHEREAS, the City Council intends to close a portion of Brandenburg Street located at the western terminus and being south of Old Pactolus Road and north of Bradford Creek Golf Course, in accordance with the provisions of G.S. 160A‑299;
THEREFORE, BE IT RESOLVED by the City Council of the City of Greenville, North Carolina, that it is the intent of the City Council to close a portion of Brandenburg Street located at the western terminus and being south of Old Pactolus Road and north of Bradford Creek Golf Course, more particularly described as follows:
Lying and being in the City of Greenville, Pactolus Township, Pitt County, North Carolina, lying south of NCSR Old Pactolus Road, east of NCSR 1535 Sunnyside Road, and west of Charlestowne Drive and being more particularly described as follows: Beginning at a found iron rod at the northwest corner of Lot 31, Charlestowne, Bradford Creek, Section 1, Phase 2 as recorded in Map Book 50, Page 23 of the Pitt County Registry, thence along the northern boundary of Lot 31 N73-45-53E – 12.51’ to a found iron rod, the southwest corner of the platted right-of-way of Brandenburg Street in Map Book 50, Page 23, the True Point of Beginning.
Thence from the True Point of Beginning, leaving the northern boundary of Lot 31, Charlestowne, Bradford Creek, Section 1, Phase 2 and following the right-of-way of Brandenburg Street as platted in Map Book 50, Page 23 N16-14-07W – 50.00’ to the northern right-of-way of Brandenburg Street, thence along the northern right-of-way of Brandenburg Street N73-45-53E – 18.18’ to a point, thence leaving the northern right-of-way of Brandenburg Street and following a new boundary for the right-of-way of Brandenburg Street with a curve to the left, having a radius of 63.50’ and being subtended by a chord of S41-32-21E – 28.67’, thence continuing with the same curve to the left, having a radius of 63.50’ and being subtended by a chord of S81-07-52E – 56.75’ to a point on the southern right-of-way of Brandenburg Street, thence along the southern right-of-way of Brandenburg Street S73-45-53W – 81.83’ to the True Point of Beginning, containing 0.0388 acres in road right-of-way.
BE IT FURTHER RESOLVED that a public hearing will be held in the Council Chambers, City Hall, Greenville, North Carolina, on the 11th day of December 2025, at 6:00 p.m., to consider the advisability of closing the aforesaid street section. At such public hearing, all objections and suggestions will be duly considered.
BE IT FURTHER RESOLVED that a copy of this resolution be published once a week for four (4) consecutive weeks in The Daily Reflector; that a copy of this resolution be sent by certified mail to the owners of property adjacent to the above-described street, as shown on the County tax records, and that a copy of this resolution be posted in at least two (2) places along the portion of the street to be closed.

Public Comment Period for Annual Action Plan
Pursuant to the National Affordable Housing Act, the City of Greenville is advertising a public comment period from October 18, 2025, to December 11, 2025. Staff wishes to receive comments on the 2026-2027 Annual Action Plan (AAP). The first public meeting will be held on Wednesday November 12, 2025, at 12:00 p.m., at the Barnes, Ebron, Taft Center at 401 Greenfield Blvd. The second public meeting will be held on Monday November 17, 2025, at 12:00 p.m. by remote (electronic) means, the last public meeting will be held on Monday November 17, 2025, at 6:00 p.m. at the Eppes Recreation Center building at 400 Nash Street. The City seeks to receive comments from the community and stakeholders for the allocation of resources and funds provided through the Community Development Block Grant and HOME Investment Partnerships Program funds from the U.S. Department of Housing and Urban Development. The public hearing is scheduled for Thursday, December 11, 2025, at 200 W. Fifth Street during the 6:00 p.m. City Council Meeting. Registration for AAP Public meeting is not required. Notice of Finding of No Significant Impact and Notice of Intent to Release Funds
On or about December 8, 2025, the City of Greenville will submit a request to HUD for the release of HOME funds under Title II of the Cranston-Gonzalez National Affordable Housing Act, as amended, to undertake a project. The project is known as Turnbury Trace for the purpose of increasing affordable housing in the City. Turnbury Trace is a proposed 72-unit development that will provide affordable rental housing to residents 55 and older in Greenville. The site is currently undeveloped and work will include housing, infrastructure, and other activities necessary for the development of safe and secure units. The proposed site is ideally located off of Smythewyck Drive (with ingress/egress to both arteries) and is in close proximity to many employers as well as retail and service providers. In addition, the community will consist of a mix of 18 1-bedroom units and 54 2-bedroom units. The site will include a single residential building and a clubhouse. The clubhouse will include a clubhouse/leasing office, resident meeting rooms, a library/reading room, computer center, workout facility and a laundry room.

FINDING OF NO SIGNIFICANT IMPACT
The City of Greenville has determined that this project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at the City of Greenville, 200 West Fifth Street, Greenville, NC 27858 and may be examined or copied weekdays 10 A.M to 5 P.M. Additional information can also be requested by contacting Renee Skeen at rskeen@greenvillenc.gov or 252-329-4487.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to the City of Greenville, 200 West Fifth Street, Greenville, NC 27858 or rskeen@greenvillenc.gov. All comments received by December 8, 2025 will be considered by the City of Greenville prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Greenville certifies to HUD that P.J. Connelly in their capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Greenville to use Program funds.
OBJECTIONS TO RELEASE OF FUNDS
HUD will accept objections to its release of fund and the City of Greenville’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Greenville; (b) the City of Greenville has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to the HUD Greensboro Office at CPD_COVID-19OEE-GRB@hud.gov. Potential objectors should contact HUD via email to verify the actual last day of the objection period.

The proposed site is ideally located on 2690 Dickinson Avenue (with ingress/egress to both arteries) and is in close proximity to many employers as well as retail and service providers. In addition, the community will consist of a mix of 12 1-bedroom units, 24 2-bedroom units, and 12 3-bedroom units. The site will include two residential buildings and a clubhouse. The clubhouse will include an on-site management office, a community room, fitness center, resident computer lab and a playground/tot lot.
