Jacob Joyner Returns to City as Chief Financial Officer

GREENVILLE, N.C. — Jacob Joyner has returned to the City of Greenville in a new role.Jacob Joyner

Joyner, who previously served as Financial Services Manager for five years, was named Chief Financial Officer for the City earlier this month by City Manager Michael Cowin. Joyner brings more than 10 years of financial management experience to the position that oversees the City's Accounting, Purchasing, and Collections Divisions.

"I am pleased to announce that Jacob Joyner has been hired as the City of Greenville's Chief Financial Officer," Cowin said. "Jacob once served as the City’s Financial Services Manager and was primarily responsible for managing the City’s annual financial audit and accounting. Three years ago, Jacob led the project whereby the City now writes and prepares its own financial statements as part of the audit process. This was a major accomplishment for the City and the Financial Services Department. We are thrilled to have him back and look forward to more great work from him in the future."

Joyner is a Certified Public Accountant who earned a Bachelor of Science and Masters of Science in Accounting from East Carolina University. He began his first stint with the City in 2017. Earlier this year, he left to pursue a position in the private sector before returning to fill the position vacated by former Financial Services Director Byron Hayes.

Prior to joining the City in 2017, Joyner served as a Financial Planning Analyst for the Virginia Department of Rail and Public Transportation for two years. He was an accountant with the department for two years prior to that.

In 2019, Joyner was appointed to the Government Finance Officers Association National Committee overseeing accounting and reporting best practices for finance officers.
